Ken Singleton

Principal Analyst and Founding Member

Ken specialises in the strategic analysis of business cases for telecommunications projects; recently his focus has been on ‘last-mile’ broadband and next generation access business models.

Previously Ken led major EU, USA and privately funded development projects in West Africa. He worked worldwide in the development and planning unit of the Exploration and Production Division of Shell International.

Ken has an MBA from the University of Cambridge and a BSc(Hons) in Physics from the University of Sheffield.

Kevin Collis

Principal Consultant and Founding Member

Kevin focuses on issues encompassing broadband strategy, broadband communications in the transport sector and rural broadband. Key activities include developing a digital connectivity platform suitable for a maritime transport task; operational research to demonstrate advances in enhanced voice and broadband provision on high speed trains; and exploiting the use of spectrum shared with government and military users.

Kevin holds a BSc in Electrical Engineering, an MBA and a post-graduate diploma in nuclear reactor technology.

Susan Sweet

Associate Senior Consultant

Susan has over twenty years international experience in the telecoms industry with 15 years in consulting. Her expertise includes economic regulation, telecoms policy and strategy and related competition policy. She has investigated the commercial and regulatory hurdles for communications in the UK rail market working on behalf of various rail stakeholders. In addition Susan’s competition policy expertise includes market definition, assessment of market power and remedy setting, economic testing of abuse of a dominant position, demand analysis, social and economic benefit analysis and financial evaluations. Her regulatory experience includes examination of breaches in cost orientation of regulated wholesale services, market studies and assessments, universal service obligations, interconnection and access charging, NGN strategy and regulation, number portability and spectrum management.

Susan was Director of the Regulation and Competition Finance Practice at RGL Forensics. Previously she was Director of Mott MacDonald’s Policy and Regulation Practice. While at Ovum Ltd she was a UK Board Director in charge of the consulting business and responsible for the Policy and Regulation Practice.

Graham Fisher

Senior Consultant

Graham is a telecommunications and innovation consultant with over 20 years practical product development, strategic, operational and R&D experience in the telecommunications sector. He is the founder and director of the specialised telecommunications and innovation consultancy BathCube Ltd and is a Research Commercialisation Manager at the University of Bath.

For over 15 years he held key posts in Orange UK including Head of Technical Research and Innovation and Manager of Technical Strategy and Technology. Previously Graham was Managing Director of France Telecom R&D UK Ltd (the UK R&D laboratory for the France Telecom / Orange Group).

Graham is a Chartered Engineer and a Member of the Institution of Engineering and Technology (MIET).

Phil Cottom

Senior Consultant

Phil has 23 years experience working in the telecommunications sector in roles covering telecommunications design, project engineering and project management and for the last 10 years he has worked in sales.  Throughout this period he has been mainly involved with large projects in the transport and Industrial/Enterprise space including rail, highways, airports and ports.

Phil left Nokia UK recently having successfully lead the sales team in the UK for the introduction of 4G/5G private wireless networking across multiple industrial sectors. Phil’s experience of working with customers to identify their key business needs and the related connectivity use cases, combined with his extensive project management experience means he can provide end to end support to  industry interested in exploring private wireless networks and maximising early life return on investment.

Phil undertook an apprenticeship with BT and has a HNC in Electrical and Electronic Engineering.  He has also previously held PRINCE2 and PMP Project Management qualifications and NEBOSH Health and Safety Qualifications.

Ed Cross

Senior Consultant

Ed has 8 years experience working in the public sector in a strategic infrastructure and economic development role. He has worked on several large multi-partner projects involving a variety of public and private sector stakeholders focused on delivering better digital connectivity.

Ed has in-depth knowledge of national broadband, digital infrastructure and skills policy, and State Aid legislation. He has in-depth technical knowledge and excellent data and analysis skills. He  is competent in several coding languages and is an expert in interactive mapping and GIS analysis.

Ed has an MSc in Sustainable Development and Climate Change from the University of Exeter and a BSc in Geography from the University of Southampton.
